  The best way for government to solve the traffic congestion problems in cities is to provide free transport 24 hours a day, 7days a week. To what extent do you agree or disagree?

  写作思路:1. 交通堵塞的主因并非简单是车辆过多,也有道路状况的问题。举例,道路过窄,落后的设施,混乱的交通信号,都是造成车流速度过慢的原因。而这些问题无法通过24小时公交系统来解决。
  2. 第二,即使是免费的公交车也不能让老百姓放弃使用私家车。举例,私家车很灵活,很方便,很舒适,这些都是公交系统比不了的。而且在遭遇突发事件需要外出时,私家车总是人们的第一选择。
  3. 第三,24小时服务是一个很荒谬的政策。事实上,所有的交通堵塞就是在上下班高峰期的几个小时,没有城市会在半夜还遭遇堵车。所以这样的服务只是浪费税收,而缺乏实用效果。

  Nowadays, urban areas are suffering from ubiquitous long-hour traffic jams which cause great fatigue for commuters. Some people argue that a free day-and-night public transportation system is a solution to this issue. However, I believe this assertion is problematic, because it overlooks other aspects making the traffic stuck.
  First of all, it is an indisputable fact that traffic congestion is not only attributed to the vast amount of private transport but also road systems. Actually, in many giant cities, narrow roads, obsolete infrastructure, in conjunction with insecure signals of traffic lights, are the main causes of slowing down the traffic, and addressing all of which has nothing to do with the public transportation, no matter how advanced and convenient the buses are.
  Besides, there is a doubt about the effect of public transports on reducing people’s dependence on private vehicles. Obviously, compared to private cars which are more convenient and comfortable, the public transport is less attractive. For example, as for people who like flexible self-paced schedules, or live out of cities, or get troubled in emergency, driving a car for traveling outside is still given the priority over taking a bus.
  Even more importantly, though providing free public transport in 24 hours per day is not necessary and what is more is that it may leave a burden on national budget. According to the majority of reports, traffic jams mainly occurs during the rush hours, so it is pointless to providing public transport all the time. On top of that, providing free public transport in the long term may be unachievable due to its tremendous cost. This measure not only costs governments a fortune but it is also unable to address the root of the issue. It will be far more economical if this amount of money was invested on enhancing road facilities.
  In conclusion, I once again reaffirm my position that other measures rather than making public transport available may be far more efficient to traffic congestion. In years to come, I strongly believe that more investments on road systems should be adopted to make commuting more comfortable and time-saving.
